Nikki Brown has been an officer with St. Louis County Police Department since 2008. Her assignments have included the North County Precinct (Gang-Intel Officer, School Resource Officer, CIT Officer, Bike Officer, and Field Trainer), Metrolink Unit, and the St. Louis County and Municipal Police Academy.

She is currently an adjunct with Lindenwood University where she instructs Criminology, Introduction to Criminal Justice Systems, Survey of International Criminal Justice Systems, and Research in Criminology/Criminal Justice Research. She serves as a department liaison with the Missouri Juvenile Justice Association to update the juvenile procedure manual for Missouri officers.  She holds a strong belief is empowering others through mentoring and commits herself to community services with Girls in the Know, Inc., Ladies Encouraging Others (LEOs, group founded by St. Louis City Metropolitan Police Department), and Camp Fury.

Prior to being employed with St. Louis County Police Department, Nikki Brown, was a graduate from Lane College where she earned a Bachelor’s Degree in Criminal Justice and graduate from Middle Tennessee State University where she earned a Master’s Degree in Criminal Justice Administration. She is currently a doctoral student at Maryville University, studying Higher Education Leadership.

She is mother to a four-year-old son and is active with her churches, New Life in Christ and Parkview Church of the Nazarene. She is also a member of Alpha Kappa Alpha Sorority, Inc.

Dr. Leasor assumed the role of Executive Director at the Eastern Missouri Police Academy in January 2015 and currently oversees the training of police recruit officers and continued education courses for current police officers, including courses he created such as Instructor Development and First Line Supervision.  Continued education courses at the Academy have been attended by law enforcement officers from across the country, and from as far away as Canada and the Virgin Islands.  Additionally, Dr. Leasor oversees the training and licensing of all security officers in St. Charles County.  Dr. Leasor is also a Subject Matter Expert for the Missouri Peace Officers Standards and Training Commission.     

Prior to his retirement in 2015, Dr. Leasor attained the rank of Patrol Division lieutenant for the Franklin County Sheriff’s Office in Union, MO.  While serving the citizens of Franklin County, Dr. Leasor assisted in the development of the public relations unit and was assigned to SWAT as a negotiation, entry team member, eventually becoming the SWAT commander.  Also, as a Patrol Division sergeant, Dr. Leasor obtained grant funding to being the Traffic Safety/DWI Unit for the Franklin County Sheriff’s Office, making it the first multi-deputy traffic unit in Franklin County.   Under his direction the first sobriety checkpoints in Franklin County were also initiated, along with numerous other grant funded traffic enforcement projects.  Dr. Leasor received the Franklin County Sheriff’s Office Deputy of the Year Award in 2002 and 2003.  He also received the Franklin County Sheriff’s Office Supervisor of the Year Award as a sergeant in 2008 and as a lieutenant in 2013. 

He began his law enforcement career as a Reserve Patrol Officer for the City of Sullivan, MO in 1990, transitioning to a full-time position in 1991.  While serving the residents of Sullivan he was a traffic crash investigator, D.A.R.E. officer, and field training officer.  Dr. Leasor left the Sullivan Police Department for the Franklin County Sheriff’s Office in 1997 where he served until 2015.  From 2011 to 2015 Dr. Leasor served as the mayor for the City of Sullivan, along with serving as an alderman from 2008 through 2011. 

Dr. Leasor has a Bachelor of Arts Degree in Criminal Justice and a Master of Science Degree in Criminal Justice Administration from Lindenwood University.  He began teaching as an adjunct graduate professor in 2010 and teaches the Administration of Justice cluster for the Accelerated Degree Program.  Dr. Leasor will also teach the Policing in America course in the traditional Criminal Justice program in the fall of 2018.  He also earned his Doctoral Degree in Higher Education Administration Leadership from Maryville University where he researched whether or not chief law enforcement administrators of the NCAA Football Bowl Subdivision were receiving the resources they need to prepare for acts of terrorism or violence at their respective football stadiums.  Dr. Leasor’s research was published in the 2017 July/August issue of Campus Law Enforcement Journal.

Christina M. Milien has been a licensed attorney since 2010.  Currently employed with a law firm out of Chicago, Illinois, Ms. Milien regularly appears in courts for various corporate clients for collection matters in the Bi-State region.  Prior to this position, Ms. Milien has worked in family law, criminal and civil law, and as a staff attorney for the judges of the St. Louis County Circuit Court, among other positions.

Licensed in Missouri, Illinois, Iowa, Kansas, & Nebraska, Attorney Milien received her Bachelor’s degree in Communication from the University of Missouri-Columbia, Master’s degree in Communication from St. Louis University, and Juris Doctorate to practice law from St. Louis University School of Law.  Professor Milien is married with two sons and three bonus children.

Lois M. Whitley is an Adjunct Instructor within the ADP Criminal Justice Department. Ms. Whitley received her B.A. in Criminal Justice from the University of Arkansas-Pine Bluff and M.A. in Criminology from the University of Missouri-St. Louis.  

Ms. Whitley’s teaching interests include Juvenile Justice, Introduction to Criminology and Criminal Justice, Substance Use Disorders, Crisis Intervention, and Probation and Parole. She has exceptional work experience with the Missouri Division of Youth Services and Missouri Board of Probation and Parole, where she has attained a wealth of knowledge and expertise in Intensive Supervision, Female Offenders, Substance Abuse, and Restorative Justice.
