CEE Senior Research Fellow - Russell RhineRussell Rhine is senior research fellow in the Center for Economics and the Environment and an associate professor and economics at St. Mary's College of Maryland. His previous experience includes stints at the Florida Institute of Technology, the University of North Dakota, and West Virginia University. In addition to his academic experience, he has been a Visiting Scholar at the Federal Reserve Bank of St. Louis.

Dr. Rhine's research areas have included public finance, monetary economics, and energy economics, and is research has appeared in Public Choice and the Federal Reserve Bank of St. Louis Review, and several other academic research outlets. He is the creator of St. Mary's Lectures on Liberty, a forum for discussing the history and importance of liberty from a legal, moral, and economic stance.

Dr. Rhine received his BA in Accounting from Bethany College (1988), his MBA in Financial Management from Hood College (1993), and his PhD in Economics from West Virginia University (1998).
